BC Assessment is leading the way towards operational excellence through leveraging technology and strengthening our partnerships with local government.
BC Assessment receives over 70,000 building permits annually. Through consultation with many taxing authorities, BC Assessment has developed a standard building permit report that feeds permit information directly into our database.
Benefits to Taxing Authorities
- Appraisers have more timely access to building permit information, resulting in non-market change (NMC) revenue being added to your community's tax base sooner
- Fewer of your resources are required to provide an automated permit report
- Fewer of your resources are required to provide copies of building plans if 'Small Permit Type' is reported (see below for more on 'Small Permit Type')
- Shifts our staff effort from manual permit entry to assessment roll quality initiatives
- Standard Building Permit Report is part of our Property Data Maintenance Program to have all inventory current within five years
- Paperless exchange of information reduces our carbon footprint
Non-market change (NMC)
Changes in property value as a result of:
- New construction authorized under local building authority permit
- New construction which occurs in an area with no local building permit authority
- New development or "size" changes to land (subdivisions/amalgamations)
- Property class and exemption changes
