Authorization to Receive Confidential Property Information Form Tips

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​The Authorization to Receive Confidential Property Information Form (the “Authorization Form") must be completed in its entirety for BC Assessment to comply with its statutory requirements to disclose confidential information only when authorization has been provided in the Authorization Form. 

Below are general tips for how to complete the Authorization Form.

A. General Property Information (required section):

  1. All properties must include:
    1. the assessment roll number; and
    2. a description of the property (either civic address or legal description, if no civic address exists)​​

B.​ Agent Information (required section):

  1. All fields required, including email address, phone, and company (if applicable)​

C. Owner/Authorized Signatory (if Corporate Owner) Information (required section):

   Owner Identity:

  1. Verify the owner on the Authorization Form is consistent for:
    1. Sections C & E ; and
    2. the Land Title and Survey Authority records
  2. Confirm the signature in Section E is that of the owner as per LTSA records.

   Company Representation:

  1. Confirm the signature in Section E is that of the owner, director, or officer of the company as indicated in the corporate registry
  2. Attach a company search no older than two weeks from the date of submission​​

D. Delegation by the Owner:

   Third-Party Signing Authority:

  1. Verified that the individual listed as either the owner or a company representative in a directing role or an equivalent managerial role, involved in overseeing operations associated with or adjacent to property management, is granting signing authority to a third party by way of a letter containing the required information, or
  2. Verified that a lawyer for the listed owner is granting signing authority to a third party by way of a letter containing required information, or
  3. Confirmed that the property manager is signing the Authorization Form and that the property management contract has been provided, showing that the property manager has authority to sign on the owner’s behalf.

Example of Common Scenarios to Avoid:

  • Daisy-Chained Submission
    • Scenario 1
      • Person 1 is a director at both Company ABC and Company XYZ.
      • Person 2 works with Person 1 at Company ABC, and has signed the FE-13 form.
      • Despite being an employee at Company ABC, Person 2 cannot sign for either Company ABC or Company XYZ as they are not a director or officer at either company, and have not been delegated authority to sign by either company.
    • Scenario 2
      • Person 2 is an authorized signatory for Company ABC,
      • Person 2 is not allowed to act as a signing Authority for Company XYZ unless also authorized.
  • New Owner Signing for Previous Roll Years
    • Owner purchases the property in current Roll Year
    • Owner or agent cannot submit FE-13 that includes previous Roll Years when they did not own the property.​
  • Re-using previously approved FE-13s with updated Roll Year requests
    • A previously approved Authorization Form cannot be resubmitted without an updated signatory, updated signature, or date of new signature. 
  • Incomplete/Missing Information
    • Incomplete property information
    • Not including the roll years the request applies to
    • Not including all required information in the schedule of properties
    • Missing signatures
    • Providing agent's contact information in place of the owner's contact information.
    • Using nicknames or shorthand/familiar names, e.g., “Richard" written as “Rick" or William as “Bill").​
